David grew up 40 minutes from San Juan, Puerto Rico, in a beachfront community where he learned of the importance of conserving our natural wonders. Growing up with no car, he quickly realized the need to advocate for people who walk, cycle, and take transit. He leads the creation of the Borinquen Trail, a rail-trail with community development across PR. David volunteers for non-profit organizations such as PR Historic Building Drawings Society and Muévete en Bici, and currently serves on the board of El Nodo, a nonprofit dedicated to rebuilding historic buildings affected by natural disasters in Ponce, PR.

David earned an MSCE in Transportation Engineering from Portland State University. He served as Campus Bicycle Program Manager at the University of Puerto Rico Mayagüez Campus while he pursued a BS in Civil Engineering. He has served as adjunct professor at the University of Puerto Rico School of Planning.

David has authored transit and streets audits, complete streets master plans, multimodal corridor studies, and co-authored community revitalization and special district plans. Soto Padín uses 2D and 3D visualizations, participatory mapping and design charrettes, tactical urbanism workshops, and engaging websites and reports to support stakeholders interested in implementing sustainable transportation.

Soto Padín believes transportation is the key to addressing numerous societal objectives such as eliminating poverty, increasing access to opportunities, protecting civil rights, and the individual liberty to pursue a healthy and sustainable lifestyle for people of all ages and abilities. As professionals, we must facilitate these objectives.
