Complete Districts create holistic connectivity through a hierarchy of street design. Complete Streets are a growing concept for multimodal mobility – but a plan with isolated complete streets fails to sew all the urban fabric together with a seamless system.
Complete Districts acknowledge that not all modes of transportation are proper for all streets. Bicycles do not belong on a highway. Transit does not belong on a low-density single-family street. Complete Districts establish the appropriate design hierarchy to deliver complete connectivity.
Complete Districts do not try to force bike lanes onto every street, for example. Instead, they place them on routes that are best suited for cyclists. This way, a person can bike from home to work along a safe, dedicated route within the network. Using a logical hierarchy, the concept provides total multimodal connectivity most efficiently.
