The historic Village of El Portal unanimously adopted a visual and user-friendly form-based code. The zoning code will preserve El Portal’s picturesque residential enclave while creating room for economic development on land annexed to the Village. The development site, east of the FEC railroad tracks near Biscayne Boulevard, is slated for properly-scaled mixed-use development that will create jobs, services and tax base.


PlusUrbia oversaw all comprehensive plan amendments to match changes created by the form-based code. The studio also created standards that will make the NE 2nd Avenue corridor more walkable with incremental mixed-use redevelopment. The top priority is to encourage moderate growth while protecting the peaceful residential neighborhoods on either side of the corridor.


PlusUrbia serves as the Planning and Zoning Department for the historic Village of El Portal.  Our studio oversees the process – from major development proposals to permitting issues for single-family lots – to maintain the character and livability in the subtropical oasis in north Miami-Dade County.


PlusUrbia supports public outreach, transportation studies, environmental studies and natural/cultural resources assessments. PlusUrbia was selected to provide all outsourced planning and zoning services for El Portal based on successfully revitalizing the Village with a vivid and easy-to-follow form-based code.
